Detailed research of the local context was used to develop a SWOT analysis (strengths, weaknesses, opportunities and threats). The grid below illustrates the strategic options, which are generated as a result of matching strengths and weaknesses with opportunities and threats. This analysis has then been used to shape the strategic themes for the strategy.
